Demonstration project to test capitated model of care for

dual-eligible (Medicare-Medicaid) patients

168,000 patients eligible to enroll beginning March 1, 2015

By Mary E. Nava, MBA

Chief Governmental and Community Relations Officer

The Centers for Medicare and Medicaid Services (CMS) has announced a partnership project with Texas to examine a new, capitated model of care for dual-eligible patients, designed to focus on a more coordinated and comprehensive approach to care.

Basically, through this project, participating Medicare-Medicaid Plans (MMPs) will cover Medicare benefits, in addition to Medicaid benefits currently covered through the state's STAR+PLUS Medicaid HMO program.

The demonstration project will cover six counties, including Bexar, Dallas, El Paso, Harris, Hidalgo and Tarrant; with a total of 168,000 patients eligible to enroll beginning March 1, 2015.

BCMS member and chairman of the TMA Select Committee on Medicaid, CHIP and the Uninsured, John Holcomb, MD, provides comments in the May 2014 issue of Texas Medicine on this population.
