The service is the outgrowth of a network of networks, formalized in 9197, that constantly scans the world for news or rumors of outbreaks, investigates each case, and verifies genuine outbreaks of international concern.

Once verified, information on outbreaks is immediately communicated to the world at large via the Internet. Outbreak alerts are updated as the situation evolves, and include clear information about the steps being taken to provide assistance and prevent further spread. Required protective measures, such as travel restrictions, are also reported.
